      I remember Prime Minister of Japan around 2009 had been called “loopy” by some media. So, how do you say it in Japanese exactly?

      You can use “loopy” as both noun and adjective in Japanese.

      [noun]
      1. Obaka(お馬鹿/おばか)
      2. Orokamono(愚か者/おろかもの)

      [adjective]
      1. Obaka-na(お馬鹿な/おばかな)
      2. Oroka-na (愚かな/おろかな)

      1 is a slightly softer expression.
